Does a higher propagule count automatically mean better?

A count is one piece of information. Compare the organism, measurement method, viability, application amount, placement and host suitability. A larger number on its own does not establish a better plant outcome. The practical aim is to deliver viable, suitable inoculum where compatible roots can meet it.

Keep the context.

Biological compatibility, successful colonisation and a measurable plant response are different questions. The growing conditions matter, and general research is not a promise of a particular result with MegaMyco.
